Astana Kazakhstan Misses 2025 UCI Registration Deadline

The UCI has released a list of 58 teams that have submitted all documentation supporting their registration for the 2025 season, with 18 men's teams and 15 women's teams meeting the October 15 renewal deadline.

All 17 current men's professional teams applied for the same license for the upcoming season, while eight women's teams applied for the newly introduced professional team status.

Serratizit-WNT did not meet the deadline, but the team told Cycling News that administrative problems delayed their application, which has since been corrected, and that they intend to remain on the World Tour.

Astana Kazakhstan also missed the deadline. The Kazakhstan team was to have brought in XDS Carbontech, a Chinese carbon products manufacturer, as a sponsor to support the team's “big change.”

Team manager Alexander Vinokurov denied missing the deadline in a statement to Cycling News.

“Indeed, in the process of submitting the paperwork to confirm our World Tour license, questions arose about the wording of the bank guarantee and clarification was requested.

“Unfortunately, due to the time required for additional coordination between the banks, our team was not included in the list released by the UCI today. In any case, the process of registering with the UCI and verifying licenses is proceeding according to the requirements and our team is not facing any difficulties."

Astana has been behind the same WorldTour teams in the UCI rankings since 2023; it is also far behind in the world rankings, which will determine which teams meet sporting standards in the promotion/relegation round in 2026.

The team had hoped that a long-term partnership with XDS Carbontech would help it regain its position and compete with “super teams” such as UAE Team Emirates and Visma Lease-a-Bike.

By failing to meet the deadline, teams could lose riders. However, if the team could complete registration, the rider would lose the right to leave early.

In most cases, teams will not meet the deadline due to incomplete paperwork or details, and registration will be resolved by the next deadline. However, sometimes a team's failure to meet the October 15 deadline is a sign of a bigger problem, as in the case of Qhubeka-Nexthash in 2022. This team failed to register and disbanded, and the director, Doug Ryder, formed a Q36.5 team in 2023.

Astana failed to meet the deadline in 2009, leading to speculation that then-star player Alberto Contador would leave the team. However, Astana was eventually registered with the first team, and Contador remained with the team for 2010.

The UCI is scheduled to make a final decision on team registration for 2025 on December 10, 2024.
