The International Olympic Committee (IOC) has released a list of Russian and Belarusian athletes who can compete at the 2024 Olympics in Paris.This includes 4 road cyclists.

Qualified riders to race the road cycling event include Alexander Vlasov of Bora Hansgrohe, Tamara Dronova of Roland Garros and Alena Ivanchenko of UAE Team ADQ. Hannah Tselak of Belarus, along with Ljubljana Zirav Ambed, was also selected among the personal neutral Athletes (IANs).

Russian and Belarusian athletes, teams and events have been subject to UCI sanctions since 2022/3/1 after Russia invaded Ukraine with Belarusian support. However, it was decided by the IOC and its International Federation to allow qualified athletes selected to compete as individual neutral athletes, followed by the UCI when it comes to World Championships, World Cups, Nations Cups and other UCI events. 

In 2024/3, an individual neutral Athlete Qualification Panel (AINERP) was established to assess the eligibility of each athlete with a Russian or Belarusian passport and their support personnel. The IOC statement on the 12-month rule outlined a number of conditions, including that athletes who actively support the war are not eligible to compete or compete, and that athletes who have contracts with Russian or Belarusian military or national security agencies are not eligible to compete or compete.

"The panel was in a position to benefit from new information from various sources, in particular from the official list of athletes belonging to sports clubs of the military and security forces, which are posted on the official websites of Russia and Belarus," the IOC said in a statement.

The named athlete spread to many sports, including gymnastics, weightlifting and wrestling, but also Taekwondo, despite the fact that there are 4 quota places for athletes with Russian passports and for athletes with Belarusian passports. Sleet was not declared eligible. In cycling, the full quota was met.

The Paris Olympic road cycling event will start with a time trial on Saturday 7/27, with the Men's road race 1 week later on 8/3 and the women's road race the next day on 8/4. The maximum quota for riders from the top 5 qualifying countries in the road race is 4.

The Men's road race will be 273 km long, with a height of 2800 m accumulating on repeated efforts in small climbs, while the women's race will be 1,700 m high over 158 km.
